The pencil tip building

To me, this is a building that has its top that resembles a pencil tip, or a pen tip.

Little is known about the architectural and design of this building, nothing much can be found online. But it's sure a little unique icon located at the southern tip of the island. There are actually also a few more unique buildings in that area.
